This artefact law was created by Arthur Weasley of the Misuse of Muggle Artefacts Office. He wrote that it was illegal to enchant a Muggle object. However, he intentionally wrote a loophole into the law so he could legally enchant a car (the Ford Anglia), by stating an object could be enchanted if the enchanter never intended to use it.[1]

It appeared in Harry Potter and the Chamber of Secrets.
