Clause 73 is a sub-law of the International Statute of Secrecy which states that every magical creature within a country's territory has to be concealed, cared for and controlled to prevent the harm or notice of Muggles.[1]

The law is upheld by wizarding governing bodies under the watch of the International Confederation of Wizards. They have to prevent magical creatures from causing harm or the notice of Muggles if it is within their territory. Failing to ensure this will cause the Confederation to discipline the governing body involved.[1]
History[]
Clause 73 was put into the International Statute of Secrecy in 1750.[1]
There have been a few breaches of Clause 73. In particular, Tibet which is inhabited by yetis, and Scotland which is home to the world's largest kelpie, have been fined more than any other country. In 1932, the Ilfracombe Incident occurred when a Welsh Green dragon swept down onto a crowded beach and was witnessed by Muggles. The incident had to be covered up with the largest batch of Memory Charms performed in the twentieth century.[2]
