The Department for the Regulation and Control of Magical Creatures is a department at the British Ministry of Magic. It first appears in Fantastic Beasts and Where to Find Them.
About[]
This is the second biggest department in the British Ministry of Magic after the Department of Magical Law Enforcement.[3] They are responsible for giving classifications to every known beast, being and spirit according to how dangerous they are.[4] The department also houses the Being, Beast and Spirit Divisions house services for creatures according to their classification.[1]
Creatures that are difficult to hide per the International Statute of Secrecy create a significant level of work for the department, and employees have to deal with the needs and care of a high number of species in various ways.[3] They also keep a very strict watch over trade of magical beasts with severe penalties on illegal breeding and selling of eggs and young.[5]
The department is responsible for performing routine checks to ensure nobody is trying to hatch a Basilisk. However, it is quite easy to conceal by taking out the chicken egg from under the toad until they have left.[6] They also provide licences to Crup owners who have to take a test to ensure they can control the dog around Muggles.[7]
There is a Ghoul Task Force in this department.[8]
The department usually takes charge of house-elves, including in the matters of relocation, poor behaviour or questioning.[2]
History[]
After leaving Hogwarts, the famed Magizoologist, Newton Scamander, started his career in this department working for the Office for House-Elf Relocation. He was eventually transferred to the Beast Division.[1]
Winky thought there was a chance that Dobby could end up in front of the department if he carried on making a racket about getting paid for his work.[9] Amos Diggory worked for the department during this time, and took charge of questioning Winky when she was discovered in the possession of a wand. He reluctantly let her owner, Barty Crouch Snr. take charge of punishing her for her disobedience and poor behaviour.[2]
Classifications for creatures[]
To ensure the safety of witches and wizards, the department is responsible for giving Ministry of Magic defined classifications to every creature. This gives insight into and a warning for the perceived dangerousness of each creature:
