The Dragon Research and Restraint Bureau is a sub-division of the Department for the Regulation and Control of Magical Creatures at the British Ministry of Magic. They are presumably responsible for anything dragon related in Britain. It first appears in Fantastic Beasts and Where to Find Them.

Newton Scamander undertook research for the Bureau while working for the Beast Division. Their research led to trips abroad where he collected information later used in his best-selling book, Fantastic Beasts and Where to Find Them.[1]
