Grogan Stump is a wizard and character in Fantastic Beasts and Where to Find Them. He is the Minister for Magic in the early nineteenth century.[1]

Biography[]

After two previous attempts by the Wizards' Council to integrate non-wizards by classifying them into a beast or a being, both definitions proved to be inadequate. Grogan decided to redefine the classifications in the hope of achieving what his predecessors couldn't.[1]

Grogan considered a being to be a creature that has sufficient intelligence to understand and bear part of the responsibility of shaping wizarding laws. At a gathering, Grogan questioned troll representatives without the presence goblins who had previously taught them to speak in simple sentences. The trolls could not understand anything being spoken to them which ensured they received the beast classification instead of the previous being status, along with fairies, pixies, gnomes, Acromantulas and Manticores. Grogan also invited merpeople and provided translators so they could receive being status for the first time.[1]

However, there were a few issues that Grogan had to resolve. Centaurs refused to being status because they wanted to manage their own affairs, and requested to remain beasts. He had to contend with calls for Muggles to be considered beasts and decide where to put werewolves. In the end, werewolves were considered to be a being in their human form and a beast once transformed. An office for Werewolf Support Services was set up in the Being Division, and a Werewolf Capture Unit in the Beast Division.[1]

Grogan also found a resolution for ghosts who did not feel they were in "being" anymore. He created a third classification, spirit that did describe them properly and opened up the Spirit Division. The Being, Beast and Spirit Divisions were put in the Department for the Regulation and Control of Magical Creatures.[1]
