The International Confederation of Wizards is an intergovernmental organisation in the Harry Potter book series. They deal with concerns related to the international wizarding community. Headed by the Supreme Mugwump, each country who is part of the organisation has their own seat and sends a delegation to meetings.

In 1692, the Confederation gave witches and wizards the right to carry a wand at all times. This was during the peak of Muggle persecution while they were planning to retreat into hiding.[2]
In the same year, the International Confederation of Wizards had a summit meeting which took seven weeks to conclude. They needed to discuss the subject of concealing wizarding creatures from the Muggle world in accordance with the International Statute of Secrecy. The debate involved figuring out how many wizarding creatures they would be able to hide, which ones they should and where and how they should be hidden.[1]
Some of the creatures in question did not know that the Confederation were deciding their future while others did contribute including centaurs and merpeople. Everyone other than goblins agreed that there were twenty-seven species that had to be hidden from Muggle knowledge in order to persuade them these creatures didn't exist in the first place.[1]
Over the next century, the number of creatures to be hidden increased. In 1750, the Confederation added Clause 73 to the Statute of Secrecy to decree that each wizarding governing body had to be responsible for concealing, controlling and caring for the magical beasts within their country. They are disciplined if they fail to prevent the harm or notice of Muggles.[1]
Tibet and Scotland have been fined by the Confederation more than any other countries for failing to abide by Clause 73. They have stationed an International Task Force in Tibet to counteract numerous yeti sightings which often occur.[3]
On an unknown date, Quidditch is thought to have been introduced to Peruvians by European wizards that were sent to monitor the Peruvian Vipertooths.[4] The Confederation once had to introduce fines in South America because wizards were using Clabberts to get warnings when Muggles were approaching their property. They were attracting attention while in their trees because they have a glowing pustule.[5]
In the late nineteenth century, Peruvian Vipertooths were attacking humans so much that the International Confederation of Wizards were forced to send exterminators to reduce their rapidly increasing numbers.[6] They have created many laws to protect the Ramora from poachers. This is because they provide powerful magical protection to seafarers.[7]
After hearing reports of a sea serpent living in Loch Ness, observers for the Confederation went to investigate. Although the creature took the form of a sea serpent, they realised it was really a kelpie after they saw it turn into an otter and back. This kelpie has enjoyed the publicity of being the "Loch Ness Monster" and has proven challenging to prevent Muggles discovering it is real.[8]
