Seraphina Picquery is a character in Fantastic Beasts and Where to Find Them. She is an American witch who is also the President of the Magical Congress of the United States of America.

Biography[]

In 1926, her government was fighting Gellert Grindelwald when Newton Scamander arrived in New York with a suitcase of magical creatures. A few of the creatures escaped his suitcase and caused a crisis in the city. After the creatures were rounded up, Newt captured Grindelwald himself. Picquery was grateful but told Newt to leave New York or she would take steps to force him after the chaos he had caused.[1]

Shortly after his trip to New York, Newt published his book, Fantastic Beasts and Where to Find Them. Picquery asked if he could keep any important creatures native to America out of his book to deter tourists that would draw Muggle attention. She was worried because the American wizarding community faced high persecution. A year later, Newt persuaded her to pass a Protective Order on Thunderbirds. She later expanded the Order to include every North American animal.[1]

The details of Newt's trip to New York and capture of Grindelwald was classified under the Official Magical Secrets Act. Due to their inability to talk about it, rumours about what happened started to fly. In a book by Rita Skeeter titled Man or Monster? The TRUTH About Newt Scamander, she alleged that Newt was a "love rat" that had left Picquery "heartbroken". In the 2017 edition of Fantastic Beasts, Newt addressed this particular rumour and says that is "far from being" the truth.[1]
