This witch is a character in Harry Potter and the Chamber of Secrets.
Before 1993, she was cursed by a book so she could not stop reading it. She had to walk around with her nose in the book, with one hand free to do things with. The book was eventually confiscated by the Ministry of Magic. Arthur Weasley knew about it and told Ronald Weasley about it, who relayed it to Harry Potter.[2]
