The Warlocks' Convention of 1709 is an international convention held by the International Warlocks' Convention in 1709. It appears in Harry Potter and the Philosopher's Stone.
At the convention, they decided that dragon-breeding should be banned because having pet dragons is very noticeable in the Muggle world. The law was still being enforced two-hundred years later when Rubeus Hagrid received Norberta.[1]
